Hull sell Pandur and Shehu to avoid points deduction

Hull City have avoided the threat of a points deduction in the Premier League by selling goalkeeper Ivor Pandur and midfielder Aidon Shehu just before the deadline. The Tigers returned to the top division by beating Middlesbrough 1-0 in the play-offs, earning them guaranteed revenues of around £200 million. However, the Profit and Sustainability (PSR) rules meant that a club that would receive significant funds was required to sell players before the financial year ended on June 30.
The PSR limits Championship clubs to losses of £39m over three years. Hull had a surplus of around £6 million for the period to 2025-26. The club risked losing up to six points in the Premier League if they did not close the deficit. Only profits on transfers count towards PSR calculations.
On Tuesday evening, Hull announced the sale of first-team goalkeeper Pandur to Rangers for £6 million. The 26-year-old, who joined from Fortuna Sittard for £1.5million in January 2024, won three of the club's player of the year awards in 2024-25. On Wednesday morning, Hull confirmed that Shehu had been sold to Panathinaikos for a reported fee of £2.5 million. The sale of the 19-year-old, who was acquired from Southend United two years ago for a small compensation fee, is effectively a pure win for Hull's PSR calculations. The Albania Under-21 international did not make a first team appearance for Hull and spent the end of last season on loan at Scarborough Athletic. The two sales represent approximately £7 million in profits.
Hull had expected to sell Kyle Joseph to Middlesbrough for £5 million to cover the shortfall, but an issue between the clubs prevented this deal from being completed on time. PSR concerns have prevented Hull from signing new players for the new season. Transfer activity will now increase from Wednesday when the new accounting period begins. PSR is being replaced by a new system called squad cost ratio (SCR). Rather than assessing losses over a three-year period, it allows clubs to spend 85% of the revenue they generate on their squads, and this is assessed annually.
